Federal Pacific and Zinsco panels in Tampa Bay

Federal Pacific Electric (FPE) Stab-Lok and Zinsco (including some Sylvania-branded) panels were widely installed in US homes from roughly the 1950s through the early 1980s. They still appear in Tampa Bay housing stock. In Florida, the practical pressure to replace them often comes from insurers and 4-point inspections at sale or renewal – not from a federal recall.

This site is a free matching service. We introduce homeowners to up to 3 licensed local electricians. We are not a licensed electrical contractor and we do not perform the work.

About the CPSC and FPE. In 1983 the US Consumer Product Safety Commission closed its investigation of FPE Stab-Lok breakers. CPSC staff note that the Commission closed the matter without making a determination as to the safety of the breakers or the accuracy of the manufacturer's position. Testing had confirmed that certain breakers failed some UL calibration requirements. There was no CPSC recall of FPE Stab-Lok residential breakers from that investigation (CPSC). Many insurers and electricians still recommend inspection or replacement; treat carrier rules and a licensed electrician's assessment as the practical guide for your home.

Typical replacement cost

Published national guides put a typical electrical panel upgrade around $1,200–$2,000 (Angi 2026 average about $1,600) (Angi). Figures specifically for Federal Pacific or Zinsco replacement are often cited around $1,500–$4,000 (HomeAdvisor figures summarized). Florida contractor write-ups commonly discuss roughly $2,500–$5,000 for a typical 200-amp replacement including permits, with higher totals when the service is upgraded (Florida contractor guide; Well Built Florida). See the cost guide.
